I believe you should be able to fit two fingers under a pet’s collar to avoid strangulation.
I rescued a Cocker Spaniel that had a choke chain embedded in her neck. It had to be surgically removed and she had scars for the rest of her life. Sometimes I think God put the wrong beast in charge.
