Most of the staff in HR are clowns.
And strangely, he drives to work by himself.
If that balloon is any indication, Dave needed a second gig.
So is the cartoonist who does this strip.
From what I understand, this Tony is a local guy. The pleasant weather etc. here might make humor difficult.
Besides, I have friends who have made balloon sculptures as crowns for chess pieces AND as target bunnies for archery. It is a recognizable form of art.
