It’s not free; check your utility bill. Not only do you pay for what goes in through the meter, but you pay again for the same amount of water because that’s how they determine your sewer bills.

I don’t know the actual date of this strip as I can’t read it, but recycling plastic bottles has been around for quite a long time starting in the 20th century.
