Tigger, I don’t know where you’re getting your numbers, but Small Businesses are certainly not the top 1%. And in reality, his delays are purely for political reasons. He doesn’t want to be in the WH when the system crashes and burns; he wants to give his Democratic allies as much chance at holding their seats in the 2016 election. I promise you, if he wasn’t making these unconstitutional changes to the law (his job is to faithfully execute laws, not make them or change them), the Democrats would receive another “shellacking” come this year and in 2016.
