The law isn’t broken. The web site, which affects fewer than 5% of Americans, who overwhelmingly do NOT like the insurance they’re getting on the individual market, is broken. When the web site is fixed, the GOP is going to have to face the facts that they have no policy proposals and are incapable of passing (or repealing) anything, even basic rudimentary budgeting to keep the government operating.
