This is somewhat off target – whoever is president has no real control over the NSA – Obama himself is NOT doing the listening – he is nothing more than a well-compensated flak catcher, paid to stand out front and absorb/deflect the public ire. The NSA is housed in the Dept. of State, along with the CIA, and operates according to long-standing practices and procedures that have grown ever more devious and complex since the days of Kissinger’s tenure at State. The DoS takes more of its direction from certain offices and organizations in NY than anyone in DC.

Actually the only thing that’s changed regarding spying is now there aren’t any warrant-less wiretaps on Americans.
