Also, pre-“Patriot Act”, even though we DID gather a lot of intel, on everyone, it wasn’t an "open door policy for agencies to go nuts, because so many restraints were REMOVED by that, and the “Military Commissions Act”, as well as other “conservative” actions, regulations, and laws.
