A much overworked issue the administration has admitted was screwed up by the contractor, and it shouldn’t have happened. Talk to anyone who’s worked for a company with military contracts, especially the Air Force, on designing what those dudes want. The constant changes and add-ons have incredible cost. Not a new issue. The space shuttle, was twice the size NASA proposed initially,, and far more expensive, because the Air Force wanted size to do things that UNmanned vehicles could accomplish much more cheaply.

BTW: it appears that the states that accepted the program and go set up, aren’t having any problems getting folks signed up.
