I had a pipe break, between the septic tank and the fields, caused a similar problem. The fellow who dug everything charged $2,000, which struck me as reasonable. The county government charged me $300 for a permit, and required me to get an environmental survey, which cost another $300; that purposeless $600 “tax,” to allow the fellow to do the real work, still aggravates me.
