That golfer has a mental handicap. He forgot his clubs.
Funnier yet if a wheelchair with a set of golf clubs attached to it’s back was parked there!!
This has nothing to do with physical handicaps. It relatesmental handicaps to golf handicaps. I think

I’m not handicapped to the point of needing a wheelchair, just a cane, but I would have blown my top to see that golf cart parked there.
