This of course is nothing new. In the 18-19th Century Britain had a number of “Truck Systems” – see wikipedia! – in place. Frequently the employee was paid in company money, which could only be exchanged at the company store. Obviously the prices were in the companies advantage.
The government’s job is to protect the individual against the encroachments of large organizations. That used to be a Republican value (cf. Teddy Roosevelt), not something to be struck down (cf. the Republican Congress and SCOTUS).
The US Department of Health and Human Services has proposed a rule rule that will require issuers of Health insurance plans to accept different types of payments so that individuals without a bank account will still be able to purchase health insurance once the Affordable Care Act takes effect in January.So, the bank account thing won’t be an issue.
I question the accuracy of this. It use to be that you couldn’t even force people to take a check for pay unless you could show that there was some convenient a no cost way of cashing the check.

Laws were enacted to stop this.
