He underestimates his dash hound (sic). I would have put the paper down on the seat of the chair, given wally’s bad memories about newspapers, he would not jump up on the paper, problem solved.

I don’t see what Wally hopes to gain from that. Ralph is just going to shoo him out of the chair again, and then not fall for the same trick twice.
