Ted can get a better deal if he “flips” his supervisor, who will undoubtedly do the same until the feds reach the top. That’s how federal prosecutions usually work. Level massive indictments against low-level people to coerce them into giving testimony. If that doesn’t work, just lie to them. SCOTUS has ruled it’s all kosher when done by prosecutors.
