And is it just me, or shouldn’t Phil and Sluggo first address the structural issues of the house, which is leaning? If they do straighten the walls later, the plaster will just crack again.

Why would you waste time spackling the walls before dealing with the structure? Seems backwards. You will just have to do it again if you’re even successful straightening the house.
