Congressional hearings can be tough on someone who doesn’t just go with the conventional wisdom, sees things only in black and white, and speaks his mind.
Communication is important (Duh). It is vital that the leader is able to impart their explicit and implicit goals/directions/command etc. clearly and without contradiction. I believe that the toon is simply saying that this is not a strong suit of this particular individual.
