Why employ engineers and “builders”, on the government dime, yes, to restore America’s infrastructure, when we can put them to work on bombs, and weapons, intended to be destroyed in wars, that we have to keep looking for to get involved in “someone else’s” little “scuffles”?

There isn’t much choice unless you think one President in one term can correct the profligate spending of a long line of Presidents and Congresses.
