The principle Billy espouses in panel 1 explains why many on Wall Street, who recognize they too are not financial wizards, scheme to steal every dollar they can right now. This, of course, has nothing to do with fear of getting caught later, because as we all know, scheming capitalist pigs in this country are never punished for their thievery, even if they are found out.
