This must be a regional thing, like in the eastern part of the USA. Out here in Collifawnya, we never rake leaves to burn them. We might rake them to dump in the dumpster, but all in all, we just let the Santa Ana winds blow them away. And if we tried to burn them, oooooooWEEEEE, would we be in trouble with da LAW!

I can see why you wouldn’t want to light fires in an arid climate. I live in the sub-tropical Gulf Coast. Getting anything to burn is a problem.
