A nominated finalist for the Pulitzer 6 times since 1999, Chattanooga Times Free Press cartoonist Clay Bennett won the Prize in 2002. He has also earned just about every other editorial cartoon award there is, including the Robert F. Kennedy Journalism Award, the John Fischetti Editorial Cartoon Competition, the Overseas Press Club's Thomas Nast Award, the National Headliner Award, the Society of Professional Journalists' Sigma Delta Chi Award, the National Journalism Award from the Scripps Howard Foundation, and the National Cartoonists Society Division Award for Best Editorial Cartoons. Bennett was also named Editorial Cartoonist of the Year by Editor & Publisher magazine in 2001.

I think that is absolutely part of the public finance option. It would also limit campaign advertising to 3 months before an election. we should never have another 2 year primary and election season.
This will meet great resistance from CNN, MSNBC, FOX, CBS, and ABC, because that is how they make their money.
But it must be done.

It was called the “fairness doctrine” with respect to licensing bandwidth the PUBLIC owns.

I am not sure I agree. What I had heard of the doctrine was about if a R talks for 10 then a D must talk for roughly 10 minutes.
But that keeps 3rd parties out and/or makes the someone have to determine what the balance is to a point of view?
This more to say that during elections those who want to run get air time and everyone who meets a certain standard, it gets 1000 signatures and 5000 bucks can have access to public dollars and everyone gets the same amount to run.
