Chuck has finally lost his mind. He needs to retire. Those two options are BOTH stupid and do not reflect legitimate choice. In an emergency I don’t want EITHER an insurance agent or a government bureaucrat – I want a competent DOCTOR who cares about the patient.

Asay ALWAYS draws a comic with a dichotomy, suggesting one is better than the other. The suggestion here is that the insurance agent is preferable to the government bureaucrat. After all, Asay has all the answers – you know?
