hmmmm … methinks I see the problem there in panels 2 and 5. The pres should not prosecute criminality or even pursue defense, for there are other departments of government to do that; and while the Pres can sign treaties, he/she cannot loan money.
Sooo … maybe Georgie never really knew what his powers were, so he just made them up as he went along.

You can’t prove a negative.
I asked a guy why he was beating two sticks together.
“To keep the lions away.” he said. “There aren’t any lions around here” I told him.
“See, it works good doesn’t it?” he said.
I get so tired of people crediting Bush with “keeping us safe” when what he was really doing was just what the terrorists wanted, destroying our rights and freedoms.
