    If you live in an area in the direct path of increasingly violent weather events, getting somebody else to underwrite (at low rates) a guarantee to offset the cost of damages in such events becomes problematic.

    Build in flood zones, or fire prone canyons, then when wiped out, rebuild in the same areas, exactly as stupidly as before, and whine if your insurance rates go up!
