It is a good strip.

Simply giving money to insane, drunks, addicts will not improve their station in life but makes the givers feel better about themselves. This is good because we don’t know how to cure insanity, can not force a drunk to become sober, can not force addicts to give up drugs.

We can, however, feel good that we gave and ignore how the money is likely to be used.

Personally, I would prefer a guaranteed minimum free basic food, clothing, shelter available to anyone.

That would do away with justification for begging, though, and would do away with the “feel good” gifts offered.
