Is the dog holding Billy hostage so he can eat Billy’s dinner? Yeah, I don’t get it either.

I think the dog is showing up at the table, implying that he’s gonna eat Billy’s dinner, anyway, by sitting under the table and having it fed to him. SO, he might as well sit at the table.
Dad says, “No, let’s wait for Billy to come not eat his dinner before we talk about giving it to you.”

Yeah, thank you, AllensBrain. I was wondering if some punctuation might have helped, but couldn’t see how it would change anything. Then I thought the dog was going to get speech lessons after dinner.
