Not necessarily. Betty’s demeanor definitely indicates she’s still upset, so Alex is letting Betty make the call on Betty’s own terms, not on Alex’s. As insensitive as she may be, if Alex is really Betty’s friend, the whole episode is bothering her, but for her to set the time of the meeting would be a way to settle her own conscience (if it exists), not to console her friend.
If you’re fired or “downsized” – there is anger, depression, anger, hurt feelings, anger, depression. Did I mention anger? . Time and distance might not get rid of the anger, but it certainly helps with control. The old count to ten before responding adage.
