Just get what she wants – you’ll end up doing it in the long run, and this way you’ll minimise collateral damage.
(just as a matter of interest – what was the cost of the 20 pounds of concrete compared to a new tree? And of course, your time, travelling to and from the hardware shop, standing in line, mixing and fixing and clearing up afterwards . . . AND, she now knows that you CAN do stuff – dangerous ground here, buddy. Just get a tree.)

He doesn’t, the acid reaction of the cement helps to kill the tree faster.
