Our local long-time weatherman (now retired) pronounced it that way for his whole career.

Now people in different parts of the country have a different means of pronunciation. We are a large country. “Nuclar” and “nuclear” are both right for them. I prefer to be as close to neutral as possible in pronunciation. Never picked up the Texas accent.
