    Amelia: Going to be a boomtown! Huh? This place?
    P5 – Double: Actually, Captain Santiago, it already was! A flourishing port some 1,200 years ago … one of the great Mayan trade centers …
    Amelia: Things sure do come and go, don’t they?
    P6 – Amelia: And so, now it’s going to be a tourist stop?
    Double: Hardly! There will be no wanton destruction here! Our government partners will know what a jewel this place is … and there is such a thing as responsible development …
    P7 – Double: Offshore, a splendid barrier reef! All along this coast, thousands of sacred Mayan sites … many yet unfound … We’re not here to despoil these theasures!
    Annie: Yeah? Do all the Mayan descendants buy all that?

    Never mind that they’re earning much more than they ever had before. Warbucks isn’t giving it all away to them; he’s making them work for it and they resent it.

    Remember that Warbucks clone mentioned that he has government partners. Unless he was careful to insure that there was oversight done by Warbucks International, his government partners probably will be doing what the leaders of third world countries have historically been doing – siphoning off most of the money intended for the wages of the construction workers and quality building materials.
    If this is the case, the workers have been underpaid and may have even cheated out of what pittance that they have been paid. this would lead to resentment instead of gratitude for the American investment enriching the lives of the common worker at the resort site.
