In the comics, the writers can create flashbacks to time periods which were never actually in the comic strip itself.
Haverhill Overhill Overdale, former U. S. Senator, may have never appeared in the “Annie” comic strip before October 20, 2009.
Annie is reading a newspaper. She could be reading the Anchorage Daily News. Tom Short might subscribe to it and have it delivered by airplane every day. Or have one of his bots get it for him.

I can’t tell you when, but I remember Haverhill Overhill Overdale. It was probably 10 years ago (or more).
Now…Annie is what, 13 years old. She’d have been an infant back then.
